Speeding up the permitting process, ensuring legislative predictability and liberalization of the energy market are essential to attract investments and reduce prices, says Cosmin Stăvaru, Partner with Bondoc & Asociații, at the ZF Power Summit 2025. Regulations should be consistent and include clear transitional periods to protect existing investors. Moreover, Romania should capitalize on the opportunities offered by the Clean Industry Deal, which focuses on energy and industrial infrastructure and brings  €100bn in funds. A generous state aid scheme and the simplification of permitting procedures, including through the implementation of the single industrial license, would support the strategic development of the energy and industrial sectors.

“I believe that Romania needs to adopt an industrial strategy which should assess what capacities, competences and opportunities to foster development and to attract investors we possess. All these mechanisms must be backed up by political strength and stability “, added Cosmin Stăvaru.

Accelerarea procesului de autorizare, predictibilitatea legislativă și liberalizarea pieței de energie sunt esențiale pentru atragerea investițiilor și reducerea prețurilor, consideră Cosmin Stăvaru, Partener Bondoc & Asociaţii, la ZF Power Summit 2025. Reglementările ar trebui să fie constante, incluzând perioade tranzitorii clare pentru protejarea investitorilor existenți. În plus, România ar trebui să valorifice oportunitățile oferite de Clean Industry Deal, care pune accent pe infrastructura energetică și industrială, mobilizând fonduri de 100 mld. euro. O schemă de ajutor de stat generoasă și simplificarea procedurilor de autorizare, inclusiv prin implementarea licenței industriale unice, ar sprijini dezvoltarea strategică a sectorului energetic și industrial.

„Cred că ar trebui o strategie industrială pe care România să şi-o asume, care să studieze ce capacităţi, competenţe şi ce posibilităţi de dezvoltare şi de a atrage investitori avem. În spatele tututor acestor mecanisme trebuie să fie voinţă şi stabilitate politică”, a mai adăugat Cosmin Stăvaru.
