Romania has a favorable legislative framework for the development of energy projects, but the process needs to be accelerated, says Monica Iancu, partner at Bondoc & Asociații. At the ZF Power Summit 2025, she stressed the need for speeding up the permitting process and for efficiently enforcing legislation that sanctions the authorities’ lack of response. Although this law has been in effect since 2003, its implementation is still defective and does not inspire investors’ confidence. A revision of the law, in line with European trends to simplify procedures, could foster investments and strengthen predictability in the energy sector.

“I believe that we have a legislative framework which, after a lot of effort from all market players, has reached a structure where most projects can be implemented. It is a matter of time and time is not very patient sometimes, as in this situation. What I would change is what has been on everyone’s lips lately, namely that we need a faster authorization, development and implementation process,” says Monica Iancu.

În cadrul ZF Power Summit 2025, ea a subliniat necesitatea autorizărilor rapide și a aplicării eficiente a legislației care sancționează lipsa de răspuns a autorităților. Deși această lege există din 2003, implementarea sa rămâne deficitară și nu inspiră încredere investitorilor. O revizuire a acesteia, în linie cu tendințele europene de simplificare a procedurilor, ar putea stimula investițiile și consolida predictibilitatea în sectorul energetic.

„Cred că avem un cadrul legislativ care, după foarte mult efort din partea tuturor actorilor din piaţă, a ajuns la o formă în care cele mai multe proiecte pot fi făcute. Este o problemă de timp şi timpul nu prea are răbdare uneori, cum este în situaţia de faţă. Ce aş schimba este ceea ce este pe buzele tuturor în ultime vreme, anume faptul că ne trebuie mai multă rapiditate în autorizare, în dezvoltare şi implementare”, spune Monica Iancu.
